(Midterm Update 2017-2021)

The City Is Completing a Midterm Update to the

2013-2021 Housing Element

The City has drafted the 2013-2021 Housing Element Midterm Update, which will cover 2017-2021.  The Planning Commission recommended approval of the Draft Update at their September 6, 2017 regular meeting, and on September 7, 2017 the document was submitted to the State Department of Housing and Community Development (HCD).  To review the submitted Midterm Update please click here

On September 18, 2017, the City submitted an update to the City's homeless information to HCD.  This update was based on the resent published results of the 2017 Orange County Point-In-Time (PIT) count that took place on January 28, 2017.  To review the revised pages please click here.

Housing Element 2013-2021

(First Four Year Term 2013-2017)

The City of San Clemente has been working with State Department of Housing and Community Development (HCD) since February 2016 to approve the 2013-2021 Housing Element Update.  On July 24, 2017, HCD issued a letter to the City stating the document complied with State requirements, and on September 5, 2017 the City Council adopted the Housing Element.  To view the adopted 2013-2021 Housing Element please click here

Key Services

Housing Services-  Information on San Clemente Housing Programs, Public Service Grant, Neighborhood and Home Revitalization program, CDBG Information, Affordable Housing Overlay and listings, and THE HOUSING ELEMENT UPDATE CURRENTLY UNDERWAY.
Social Services- Information on local services, shelters, adult day care, food pantries and resource centers.
Senior Services- Information on mobility programs and the Cyber Café.
Emergency Shelter Zoning- The latest information on the City's efforts to comply with State mandate Senate Bill 2 (SB 2) to establish zoning for emergency homeless shelters.
Human Affairs Committee- Information on the Human Affairs Committee.

2017-18 Annual Action Plan 

The City has drafted the Annual Action Plan for the 2017-2018 fiscal year in order for the City to continue to receive CDBG funds from HUD.  The plan will be reviewed at the April 4th City Council meeting and can be viewed by clicking here.  If you have questions please e-mail gregga@san-clemente.org

 

Adopted Consolidated Plan 2016-2019

The 2016-2019 Consolidated Plan, and 2016-2017 Annual Action Plan, has been prepared by the City’s Community Development Department in order for the City to continue to receive CDBG funds from HUD.  The primary objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for persons of low and moderate-income.  To review the approved document please click here.
